International Buyers Ask Which Pakistani Labs to Trust. Here Is the Honest Answer.
There is no star-rating system for Pakistani laboratories. Here is the rigorous alternative: five questions, fifteen minutes.

This question comes up in almost every sourcing compliance conversation about Pakistan. It's asked directly and sometimes uncomfortably, because asking "which labs can we trust" implies, correctly, that the answer isn't all of them.
Let me answer it directly, because vagueness here doesn't serve anyone.
There is no published independent ranking of Pakistani laboratories for international buyers. There is no third-party guide that rates them on a star system or organizes them by reliability. The quality varies significantly, and the variation has real consequences for the compliance documentation your organization relies on.
What exists, and what provides a rigorous basis for evaluation, is the PNAC accreditation system. Applied correctly, it gives you a clear, verifiable answer to whether a specific laboratory is producing internationally recognized compliance documentation for a specific test method. Here's how to apply it.
The PNAC accreditation system: what it is and what it proves
PNAC, Pakistan's National Accreditation Council, is the national body responsible for laboratory accreditation in Pakistan. It operates under ISO/IEC 17011, the international standard for accreditation bodies, and is a full signatory to the ILAC Mutual Recognition Arrangement and the APLAC MRA.
When a laboratory applies for PNAC accreditation, it undergoes a documentary review followed by an on-site assessment by PNAC technical assessors. These assessors, subject matter experts in the relevant technical disciplines, observe testing being performed, check equipment calibration records, verify proficiency testing participation, assess measurement uncertainty calculations, and review the quality management system against ISO/IEC 17025:2017 requirements.
Accreditation is granted for specific test methods within a defined scope. It is not a blanket approval of the laboratory. A laboratory accredited for physical textile testing may not be accredited for chemical RSL testing. Both are meaningful accreditations, but they cover different capabilities and produce results with different international recognition for different test types.
Accreditation is maintained through surveillance visits and periodic reassessment. A laboratory that lapses on its quality management requirements, fails proficiency testing, changes key technical personnel without ensuring continued competence, or modifies methods without proper validation can lose accreditation for affected methods.
The five-question evaluation framework
Rather than trying to rank laboratories, use these five questions to evaluate any Pakistani laboratory you're considering using for compliance documentation.
Question one: Is the laboratory PNAC-accredited under ISO/IEC 17025?
This is the gateway question. Navigate to pnac.gov.pk and search for the laboratory by name. If it appears in the database with a current accreditation certificate, it has passed the PNAC assessment for the methods in its scope. If it doesn't appear, or if its certificate is expired, the laboratory is not producing internationally recognized compliance documentation regardless of any other credentials it claims.
Some laboratories claim "ISO 17025 certification" without PNAC accreditation. This is a common source of confusion. ISO 17025 is a standard that specifies laboratory requirements. Being accredited to ISO 17025 means an accreditation body has assessed the laboratory and confirmed it meets the standard. A laboratory that has implemented ISO 17025 without being accredited to it by an accreditation body has done useful internal quality work but has not demonstrated conformance to an independent assessor. The international recognition comes from the accreditation, not from the standard's name appearing in the laboratory's marketing materials.
Question two: Does the accreditation scope cover the specific test method you need?
This question requires opening the scope document from the PNAC listing. The scope document lists specific test methods by standard code and version. Find your required method in that list.
For aromatic amines: EN ISO 14362-1 and EN ISO 14362-3 should both appear for comprehensive coverage. EN ISO 14362-1 alone misses 4-amino-azobenzene. For PFAS: the scope should specify targeted LC-MS/MS methodology for specific compound analysis. "PFAS testing" as a general description without method specificity is insufficient.
For heavy metals: ICP-MS or AAS under the applicable standard should appear.
For formaldehyde: EN ISO 14184-1 or the applicable national standard.
If your required method is not in the scope document, the result for that test is not covered by the laboratory's PNAC accreditation. You may still choose to use the result for internal information, but it won't function as internationally recognized compliance documentation for regulatory or buyer audit purposes.
Question three: Is the laboratory independent of the supplier whose products you're testing?
A laboratory owned by, financially controlled by, or commercially dependent on the specific supplier being tested has a conflict of interest. This doesn't automatically mean their results are wrong. It does mean the results carry reduced credibility in audit contexts, because an auditor or regulator evaluating your compliance documentation will ask whether the testing was conducted by a genuinely independent third party.
"Third-party testing" in compliance contexts means independent testing. Not testing by a laboratory that is part of the same corporate structure, not testing by a laboratory where the supplier is the primary client, and ideally not testing by a laboratory where the supplier's purchasing relationship creates commercial pressure on the laboratory's reporting.
Ask directly: what is the ownership structure of this laboratory? What is the supplier's commercial relationship with this laboratory? These are legitimate questions that any credible laboratory will answer transparently.
Question four: Does the laboratory participate in external proficiency testing?
Proficiency testing, also called inter-laboratory comparison, is the process by which a laboratory tests a blind sample with known concentrations, submits results, and receives feedback on how its results compare to reference values and to other participating laboratories.
ISO/IEC 17025 requires accredited laboratories to participate in proficiency testing as part of their accreditation maintenance. PNAC verifies this participation during assessment and surveillance.
A laboratory that participates in recognized proficiency testing programmes, and that has documented satisfactory outcomes (results within acceptable statistical range of reference values), has provided independent blind evidence that its methods are working correctly. This is the strongest quality assurance evidence a laboratory can provide. Ask laboratories you evaluate: which proficiency testing programmes do you participate in for the methods I need? When was the most recent round? Can you share the outcome summary?
If a laboratory deflects this question or claims exemption, that's a quality system concern.
Question five: Does the laboratory's sample report format include all required elements?
Request a sample report for the method you need before committing to use the laboratory. Review it against the elements described: PNAC accreditation statement with certificate number, specific method reference with version, results shown against limits with pass/fail, measurement uncertainty statement for quantitative results, authorized signatory, and coherent date sequence.
If any element is missing from the sample report, the laboratory either doesn't routinely include it or doesn't have it to include. Either way, you'll be asking for it on your reports, and the answer to whether it can be provided tells you something important.
