What International Buyers Don't Know About Pakistan's Testing Infrastructure (And Really Should)
Most buyers still ship samples abroad for testing, assuming Pakistan lacks accredited infrastructure. That assumption is outdated and costly.

Most international buyers who source from Pakistan send their samples abroad for testing. To Europe, usually. Sometimes to Singapore or Hong Kong. Occasionally to labs in Bangladesh or India. The assumption, spoken or unspoken, is that there's no reliable, internationally recognized testing infrastructure inside Pakistan itself.
That assumption is wrong. And it's costing sourcing teams time, money, and in some cases, unnecessary compliance risk. Pakistan's national accreditation body, PNAC, holds full signatory status in the ILAC Mutual Recognition Arrangement and the APLAC MRA. Those two acronyms matter more than most sourcing teams realize. In plain English, they mean that a test report issued by a PNAC- accredited laboratory in Lahore carries the same international legal weight as a test report from a laboratory in Frankfurt, London, or Chicago.
Not "similar weight." Not "comparable weight." The same weight. No re-testing required. No equivalence letters. No additional documentation to explain why the report came from Pakistan. Just acceptance, in 70-plus countries, because the accreditation system that produced the report is internationally peer-reviewed and mutually recognized.
Think of it this way. When you travel to another country on a passport from a country that's part of an international visa agreement, border officials process you based on that agreement. They don't call your home country to verify your identity. The agreement is the verification. PNAC's ILAC MRA membership works the same way. PNAC has been assessed by other ILAC member bodies, found to meet the international standard for how accreditation bodies operate, and admitted to the arrangement. That admission is what makes PNAC-accredited results travel without friction.
The history that explains why buyers don't know this
To understand the gap between the current reality and buyer perception, you have to understand where the perception came from.
In the late 1990s and through the 2000s, Pakistan's independent commercial testing laboratory sector was genuinely limited for the kind of complex chemical and performance testing international brands need. Most of the capacity that existed was oriented toward domestic certification and basic quality checks. International buyers who started sourcing from Pakistan during that period established their habits, including the habit of sending samples abroad, based on a real infrastructure gap.
PNAC itself was established in 1998. Building a national accreditation infrastructure from scratch takes years. Building international recognition takes more years. Pakistan's domestic testing capacity investment accelerated alongside the growth of its export sector, particularly through the 2000s and 2010s. But the buyer community's perception moved more slowly than the reality. Habits are durable. The myth of "no reliable testing in Pakistan" persisted well past the point where it was accurate.
Today, Pakistani laboratories accredited by PNAC to ISO/IEC 17025, covering chemical testing, physical testing, environmental analysis, food safety, and petroleum testing, produce results accepted in every major textile-importing market in the world. The infrastructure exists. The international recognition exists. The question is whether buying teams know to use it. What "PNAC ISO/IEC 17025 accreditation" actually involves
An accreditation is not a registration. It is not a membership that you pay for and receive. A laboratory does not walk up to PNAC's counter, fill out a form, and get a certificate.
The process works like this. The laboratory applies for accreditation and undergoes an initial documentary review. PNAC sends a team of technical assessors, typically laboratory experts with specific knowledge of the relevant test methods, to the laboratory for an on-site assessment. During that assessment, they observe testing being actually performed, check that the methods are being correctly executed, review equipment calibration records and calibration certificates, examine proficiency testing participation results, verify that measurement uncertainty is being calculated and reported correctly, assess the quality management system against ISO/IEC 17025:2017 requirements, review personnel qualifications, and check that the physical facility conditions are appropriate for the testing being claimed.
Only after that assessment confirms that the laboratory meets the standard, for the specific methods in the specific scope being claimed, does accreditation get granted. And it doesn't stay granted indefinitely. PNAC conducts surveillance visits and periodic re-assessments to confirm that accreditation requirements are being maintained. A laboratory that lets its quality system lapse, upgrades equipment without proper validation, or changes key personnel without ensuring continued competence risks its accreditation status.
This is not a light-touch process. It is the same rigorous process that governs laboratory accreditation in any other ILAC MRA member country. The rigor is what makes the result internationally recognizable.
The specific advantage for international buyers: what domestic accredited testing changes
Let's be specific about the practical implications for a sourcing team.
Before local PNAC-accredited testing infrastructure: a Pakistani supplier finishes a production batch. Samples are cut and packaged. They go into DHL or FedEx for shipment to a laboratory in Germany, the UK, or the Netherlands. Transit time: 4-7 days. Laboratory queue and testing time: 5-10 working days depending on method complexity and the lab's workload. Results return: another 2-3 days of processing and report generation. Total timeline from sample dispatch to report receipt: typically 12-20 working days. During all of this time, the production batch either waits (if the buyer has implemented proper testing protocols) or ships before the results arrive (which defeats the purpose of pre-shipment testing).
With PNAC-accredited local testing: the supplier presents samples to the laboratory in Lahore, Karachi, Faisalabad, or Sialkot. No international shipping. Testing begins the next working day. For standard RSL parameters, results come back in 3-5 working days for most methods. For more complex analyses requiring longer extraction times, 5-8 working days. The report is issued with PNAC accreditation statement, in a format immediately recognizable to any quality auditor familiar with ILAC MRA documentation.
The total time saving: typically 8-12 working days. On a production schedule where the factory is finishing goods and booking container space, 10 working days is not a marginal difference. It can mean the difference between catching a compliance problem before goods are packed and catching it after the container has shipped.
The cost equation that buying teams aren't calculating
International shipping of textile samples for RSL testing typically costs USD 150-400 per parcel depending on weight and destination. For a buying programme that runs multiple shipments per month from multiple Pakistani suppliers, this shipping cost alone runs USD 2,000-6,000 per month. That's USD 24,000-72,000 per year in sample shipping costs, for the privilege of getting test results that take twice as long.
The test fees at reputable European laboratories and at reputable Pakistani laboratories are not dramatically different for equivalent scope. The quality of the result is equivalent when both labs are ILAC MRA accredited for the same method.
The shipping cost is pure waste. It exists because of a perception that hasn't caught up with reality.
There's also a risk dimension that's harder to quantify but is real. International sample shipping involves handling by multiple parties: courier pickup, customs inspection at exit, customs inspection at destination, handling at the laboratory receiving facility. Every hand that touches the sample before it reaches the testing bench is a point of potential chain-of-custody interruption. For trace chemical analysis where contamination of the sample before testing could affect results, fewer hands is better.
Local testing reduces the sample transit chain significantly.
Equipment and methods: what's actually available in Pakistan
A common secondary assumption among buying teams is that even if Pakistani labs are accredited, the equipment and method depth must be limited. This assumption is also increasingly inaccurate for the major accredited laboratories.
GC-MS (Gas Chromatography-Mass Spectrometry) and GC-MS/MS are used for aromatic amine analysis (EN ISO 14362), pesticide residue screening, and specific organic compound identification. Modern GC-MS instruments at Pakistani labs are the same instrument platforms used in European labs. LC-MS/MS (Liquid Chromatography-tandem Mass Spectrometry) handles PFAS targeted compound analysis, phthalate identification, and other polar organic compounds requiring the high sensitivity and selectivity this method provides. LC-MS/MS is among the most sophisticated analytical platforms in common use in chemical testing.
ICP-MS (Inductively Coupled Plasma-Mass Spectrometry) handles trace metal analysis: lead, cadmium, arsenic, nickel, chromium, and others at parts-per-billion sensitivity. This instrument is the standard platform for heavy metal analysis in RSL testing worldwide.
UV-Vis spectrophotometry, atomic absorption spectroscopy, and FTIR (Fourier Transform Infrared Spectroscopy) cover a range of additional chemical analysis methods.
For physical testing: tensile testing equipment, colour fastness testing apparatus (Rotawash, Xenotest, perspiration test), dimensional stability testing (ISO 6330-compliant washing equipment), and specialized physical performance test equipment are present in accredited Pakistani laboratories.
This is not a limited-scope operation running a few basic chemical tests. The instrumentation required to cover a comprehensive RSL panel, including trace metals, aromatic amines, PFAS, and phthalates, is present and accredited.
What still isn't as deep as European testing centres
Honesty is more useful than marketing. There are areas where European or American testing centres have greater depth than currently available in Pakistan.
Very specialized pharmaceutical analytical methods. Some highly specialized textile performance testing for niche applications (specialized technical textiles, specific functional performance claims requiring bespoke test rigs). Certain cutting-edge environmental analysis for emerging contaminants that are just entering regulatory attention globally.
For the core RSL, chemical, physical, and performance testing that drives the vast majority of textile export compliance requirements, the gap is narrow to non-existent. For specialized applications at the frontier of emerging regulation, some of those specialized tests may still benefit from overseas laboratory resources.
The right approach for buying teams is not "always test in Europe" or "always test in Pakistan." It's "test in the most appropriate location for the specific method required, and verify that the laboratory is accredited for that method before sending samples."
The proficiency testing dimension: how you know the results are right
One aspect of laboratory accreditation that buying teams rarely ask about but should understand is proficiency testing. ISO/IEC 17025 requires that accredited laboratories participate in external proficiency testing programmes, also called inter-laboratory comparisons. In proficiency testing, the laboratory receives a sample that has been prepared by an independent coordinator. The sample has known concentrations of the analytes being tested, but the laboratory doesn't know what those concentrations are. The laboratory tests the sample using its standard methods, submits its results, and then receives a report showing how its results compare to the reference values and to the results of all other participating laboratories.
If a laboratory's results are systematically biased (consistently too high or too low), or if they show high variability compared to the reference value, that's a signal of a measurement problem. If they're consistently close to the reference value and comparable to other accredited laboratories, that's evidence that the laboratory's methods are working correctly.
Accreditation bodies like PNAC verify that laboratories are participating in appropriate proficiency testing programmes as part of their accreditation maintenance. A laboratory that consistently performs well in proficiency testing for a specific method is demonstrating, through independent blind evidence, that its results for that method are reliable.
This is the type of quality assurance infrastructure that buying teams should ask about when evaluating any laboratory, Pakistani or otherwise.
One honest caveat expanded
The previous version of this post included a caveat: not every laboratory in Pakistan is PNAC- accredited. Let's expand on that because it's important.
Pakistan has many commercial testing laboratories. Some are PNAC-accredited. Most are not. Some non-accredited laboratories do excellent work for domestic quality control purposes. But they cannot produce internationally recognized compliance documentation.
The distinction matters because supplier presentations sometimes conflate having a "lab" with having internationally accredited laboratory services. A factory that has an in-house quality control room with a spectrophotometer and a washing machine is doing useful internal quality checking. It is not performing accredited testing.
Suppliers who describe their compliance testing as having been "done in-house" are providing quality data, not compliance documentation. For RSL testing that needs to satisfy EU REACH requirements, CPSC requirements, or a UK retailer's audit, in-house testing is not acceptable evidence.
The PNAC website (pnac.gov.pk) maintains a searchable database of all currently accredited laboratories, their certificate numbers, expiry dates, and scope documents. This is the definitive source. Before accepting any test report as compliance documentation from Pakistan, verifying the issuing laboratory against this database takes under five minutes and is the foundation of any Pakistan testing programme.
