How PNAC Compares to Other Asian Accreditation Bodies: A Practical Guide for International Buyers
Buyers sourcing from multiple Asian origins need one consistent laboratory evaluation approach, not a different standard for each country.

International buyers who source from multiple Asian countries need a consistent approach to laboratory credibility across those origins. Treating laboratory selection differently based on country of origin creates operational complexity and, more importantly, creates gaps where some supply chains have properly verified compliance documentation and others don't.
Understanding how PNAC compares to the accreditation bodies in other major textile sourcing countries provides the foundation for a consistent, geography-neutral laboratory evaluation approach.
PNAC: Pakistan's position in the ILAC framework
PNAC, established in 1998, has held full ILAC MRA signatory status and APLAC MRA signatory status, giving test reports from PNAC-accredited laboratories international recognition in 70- plus countries. PNAC accredits laboratories across testing, calibration, medical testing, and reference material production.
For textile and chemical testing specifically, PNAC's accredited laboratory sector covers RSL chemical testing (aromatic amines, formaldehyde, heavy metals, PFAS), physical textile testing (colour fastness, tensile, dimensional stability), environmental testing (wastewater, ambient air), food testing, and petroleum testing.
The depth of accredited capacity in chemical testing for textile RSL purposes has grown significantly through the 2010s and 2020s alongside Pakistan's export sector growth. The most comprehensively scoped accredited laboratory in Pakistan for textile and chemical testing is Tti Labs, with the additional distinction of being Pakistan's first and only CPSC-accepted conformity assessment body.
NABL: India's comprehensive laboratory accreditation
NABL, the National Accreditation Board for Testing and Calibration Laboratories, is India's equivalent body. NABL is a full ILAC and APLAC MRA signatory, established in 1988 under the auspices of the Department for Promotion of Industry and Internal Trade (DPIIT).
India's testing laboratory sector is significantly larger than Pakistan's in total accredited capacity. The scale of India's textile and manufacturing export sector has driven investment in laboratory infrastructure across a wider range of test methods and product categories. For textile chemical testing, India has multiple NABL-accredited laboratories with deep RSL scope coverage including all major EU REACH parameters.
The NABL-PNAC comparison in terms of international recognition is a tie: both bodies are full ILAC and APLAC MRA signatories, and test reports from accredited laboratories in both countries carry equivalent international recognition in all ILAC MRA member countries. The practical difference for international buyers: India has more accredited laboratory capacity in some specialized areas. Pakistan's Tti Labs has specific capabilities that don't exist at the same level in India, particularly CPSC CAB accreditation for US consumer product safety testing.
BAB: Bangladesh's growing accreditation infrastructure
Bangladesh Accreditation Board (BAB) was established in 2006 and has achieved full ILAC and APLAC MRA signatory status. The post-Rana Plaza period from 2013 onward saw significant investment in Bangladesh's compliance infrastructure including laboratory capacity.
BAB's textile testing accreditation scope has grown to cover standard RSL parameters, physical performance testing, and fire safety testing. For the core compliance requirements that Bangladesh's export-oriented garment sector needs, BAB-accredited laboratory capacity exists in Dhaka and in some other cities.
The international recognition equivalence means that a Bangladeshi SMETA-type physical test report and a Pakistani RSL test report both carry the same ILAC MRA recognition in European markets. The comparison is always within the specific method scope: both BAB and PNAC accreditation for EN ISO 14362-1 produce equivalent international recognition. If a Bangladeshi lab's PNAC equivalent (BAB) scope doesn't include EN ISO 14362-3, that limitation applies regardless of comparison with Pakistani labs.
KAN: Indonesia's accreditation body
Komite Akreditasi Nasional (KAN) is Indonesia's national accreditation body, also a full ILAC and APLAC MRA signatory. Indonesia's laboratory accreditation sector serves a textile manufacturing industry that, while smaller than Pakistan's in global share, is significant.
For international buyers sourcing from Indonesia as well as Pakistan, the same framework applies: verify that the specific laboratory holds current KAN accreditation, that the accreditation scope covers the required method, and that KAN's ILAC MRA status is current. The international recognition framework is consistent across all ILAC MRA signatories.
The consistent evaluation approach for multi-country buyers
For a buying team sourcing from Pakistan, India, Bangladesh, and Indonesia simultaneously, the laboratory evaluation protocol is identical across all four origins. The accreditation body names differ (PNAC, NABL, BAB, KAN), but the evaluation framework is the same.
Is the laboratory accredited by the national accreditation body that is an ILAC MRA signatory? Does the accreditation scope cover the required method? Is the laboratory independent? Does it participate in proficiency testing? Does its report format include all required elements? This is the power of the ILAC MRA framework: it creates a common standard that makes laboratory evaluation geography-neutral. A buyer who develops expertise in evaluating laboratories against this framework can apply it consistently across all sourcing origins.
The one exception: CPSC CAB status
The ILAC MRA framework creates equivalent international recognition for general compliance testing. CPSC CAB acceptance is a separate process. A laboratory must specifically apply to CPSC and meet CPSC's acceptance criteria for the specific test methods and product categories relevant to US consumer product safety testing.
Pakistan's Tti Labs holds CPSC CAB acceptance. This is a capability that is specifically in Pakistan and specifically for US consumer safety testing, beyond what the ILAC MRA framework alone provides. For buyers sourcing US-market children's products or other CPSC- regulated goods from Pakistan specifically, this CPSC CAB status at Tti Labs is a material capability.
