Fire Safety for Home Textiles From Pakistan: EU Standards That International Buyers Must Specify

Fire safety compliance and chemical compliance can no longer be separate workstreams. A chemistry that passes flammability may now fail REACH.

Home textiles is one of Pakistan's strongest and most internationally recognized export categories. Terry towels, flat woven bedding, cushion covers, curtain fabrics, and upholstery textiles from Pakistan supply EU retailers, UK retailers, and specialty home textile brands. The quality and value proposition in this category is genuinely competitive.

Fire safety for home textiles sits at an unusual intersection: it's more stringent and more market- specific than most buyers initially expect, and it receives less systematic attention in Pakistan- sourcing compliance programmes than chemical RSL compliance gets. The result is a gap where products are chemical-compliant but potentially non-compliant for fire safety requirements of specific destination markets.

Let me map the landscape completely.

Curtains and drapes: the EU and UK standards diverge

Within the EU, curtain and drape flammability is not uniformly regulated by a single mandatory standard. What exists are several standards and testing frameworks used differently by different market segments.

EN 13773 is the primary European standard for curtain and drape flammability classification. It tests the burning behavior of vertically oriented textile specimens and classifies them into performance classes. The classification determines suitability for different applications.

However, EN 13773 is a voluntary standard in most EU retail contexts. For consumer retail sales of curtains and drapes for residential use, mandatory requirements come through the EU General Product Safety Regulation (GPSR), which requires that products don't present unreasonable risk. Interpretation of "unreasonable risk" for textile curtains varies by member state enforcement culture.

For contract and commercial applications within the EU, fire safety requirements become mandatory: hospitality (hotels, restaurants), healthcare, educational institutions, and government buildings all have building fire safety regulations that specify curtain and drape performance requirements. EN 13773 or equivalent test results are typically required for specification compliance in these applications.

In the UK, the situation is clearer and more specific. BS 5867 Part 2 covers curtains and drapes specifically. It defines two performance specifications: Type B (reduced spread of flame) and Type C (low rate of heat release, low flame spread, limited propagation to the building structure). Healthcare, education, and public buildings typically require Type C. Retail and hospitality often require Type B minimum.

Pakistani mills supplying curtain fabric to UK buyers need to understand which specification is required for the end application and test accordingly. A fabric tested to Type B and supplied for a Type C application is non-compliant regardless of what the chemical RSL test shows.

Upholstered furniture covers: UK regulations are globally unique

The UK's Furniture and Furnishings (Fire) (Safety) Regulations 1988, as amended, set furniture flammability requirements that are among the most stringent in the world. They apply to all upholstered furniture for residential and domestic use sold in the UK.

For fabric and other covering materials, the regulations require the cigarette ignition test (BS EN 1021-1) and the match flame test (BS EN 1021-2). Cover materials must pass both unless the furniture itself passes the composite tests in its as-sold configuration.

For filling materials (foam, fiber, etc.), the regulations require specific resistance to cigarette ignition and flaming ignition.

Pakistan exports upholstery fabric and components to UK furniture manufacturers. Any Pakistani supplier of upholstery cover fabric destined for UK residential furniture manufacturing needs BS EN 1021-1 and -3 test results demonstrating compliance with the UK regulations. This is mandatory, not optional, for this application.

The EU does not have an equivalent harmonized mandatory standard for residential furniture flammability. Individual EU member states have varying approaches. Germany's GS mark for furniture includes fire safety assessment. France has specific requirements. This creates a complex landscape for Pakistani mills supplying upholstery fabric across multiple EU markets.

Mattress fabric and ticking: UK requirements

BS 7177, the UK standard for resistance to ignition of mattresses, divans, and bed bases, is the mandatory standard for mattresses placed on the UK market for residential use. It specifies cigarette ignition resistance and, in some cases, open-flame ignition resistance depending on the risk level of the environment.

For Pakistani fabric suppliers producing mattress ticking, cover fabrics, and panel materials for UK mattress manufacturers, testing to BS 7177 requirements is part of the supply relationship's compliance requirements.

The flame retardant chemistry complication

Here's where the picture becomes more complicated. Meeting fire safety standards for curtains, upholstery, and mattresses often requires that the fabric or filling material has been treated with flame retardant chemistry. And many traditional flame retardant chemistries are now restricted or under pressure from chemical regulations.

PFAS-based flame retardants are among the most effective for durable water-repellent and flame-resistant performance, but they're facing the same PFAS restriction trajectory as DWR treatments. France's January 2026 PFAS ban on textiles includes PFAS-based flame retardant treatments. Denmark's total fluorine threshold affects PFAS-treated flame-retardant fabrics.

Halogenated flame retardants (HBCD, specific brominated compounds) are restricted under EU REACH and the Stockholm Convention. Some phosphorus-halogen combination flame retardants are under scrutiny.

The challenge for Pakistani home textile manufacturers: meeting fire safety performance requirements may have historically been achieved with chemistry that is now restricted or being phased out. Reformulating to achieve equivalent fire performance with compliant chemistry is technically demanding and requires investment in alternative flame retardant systems.

Non-halogenated, non-PFAS flame retardant approaches include: phosphorus-based systems (ammonium polyphosphate, phosphate esters), nitrogen-based systems (melamine compounds), and intumescent coatings. Each has different performance characteristics and different durability profiles under washing and use.

For Pakistan-based buyers and their suppliers, the practical implication is that fire safety compliance and chemical compliance can no longer be treated as separate workstreams. A fire safety test that passes because of now-restricted chemistry is generating a result that can't be marketed in the target market. Both compliance requirements must be achieved simultaneously with compliant chemistry.
