PPE from Pakistan for European Markets: What CE Marking Requires and Where Pakistani Manufacturers Currently Stand
Sialkot's glove manufacturing strength is real. CE marking under EU Regulation 2016/425 has specific, non-negotiable requirements behind it.

Sialkot produces and has for decades produced protective gloves and other PPE for international markets including Europe. The cluster has a documented history of supplying European industrial safety distributors, healthcare buyers, and consumer safety markets. The craftsmanship, the workforce skills, and the production infrastructure are genuinely present.
Accessing the EU market for PPE, however, requires navigation of EU Regulation 2016/425, which replaced the old PPE Directive 89/686/EEC and applies to all PPE placed on the EU market regardless of origin. For Pakistani manufacturers, understanding this regulation, how it differs from general consumer product safety requirements, and where the specific compliance demands sit, is the foundation for building an EU-compliant PPE supply relationship.
Understanding EU Regulation 2016/425: the risk category framework
The EU's PPE Regulation classifies PPE into three categories based on the severity of risk it protects against. This classification determines the conformity assessment route required.
Category I covers PPE protecting against minimal risks, where the user can identify the hazard themselves and assess whether the PPE is adequate. Classic examples: gardening gloves protecting against superficial cuts, simple sun hats providing UV protection, and basic safety footwear for dry environments. Category I PPE requires self-certification by the manufacturer: the manufacturer tests against the relevant harmonised EN standard, prepares technical documentation, writes an EU Declaration of Conformity, and applies the CE mark. No third- party Notified Body assessment is required.
Category II covers PPE protecting against risks that are not minimal or fatal/irreversible, where professional guidance on adequate protection is needed. This is the most populous category for Pakistani-made PPE. Industrial work gloves providing protection against mechanical hazards (cuts, abrasion, puncture) under EN 388 fall here. General industrial safety footwear under EN ISO 20345 is Category II. High-visibility apparel under EN ISO 20471 for road workers and similar applications is Category II. Standard general-purpose chemical splash goggles are Category II.
Category II PPE requires EU-type examination by a Notified Body. The Notified Body is a European conformity assessment body designated by an EU member state to assess PPE for compliance with the regulation. The manufacturer submits the PPE and its technical documentation to the Notified Body. The Notified Body assesses the PPE design against the applicable harmonised standard, may physically test samples, reviews the technical documentation, and issues an EU-type examination certificate if compliance is confirmed. The certificate number appears on the PPE and the Declaration of Conformity.
Category III covers PPE protecting against fatal or irreversible health risks: protection against chemical and biological hazards, protection against extreme heat or fire, respiratory protection, fall protection, electrical arc protection. The conformity assessment is more demanding: EU- type examination plus either quality assurance system assessment (the manufacturer's full quality system is audited by the Notified Body) or product verification by the Notified Body on an ongoing basis.
The harmonised EN standards: which ones apply to Pakistani PPE categories
For protective gloves, which is Pakistan's strongest PPE category: EN ISO 21420 is the general glove requirement standard covering basic ergonomics, performance, designation, and marking. It applies to all protective gloves and is always required alongside the hazard-specific standard.
EN 388 is the mechanical risk standard covering abrasion resistance, cut resistance, tear resistance, puncture resistance, and, in the 2016 version, additional cut resistance using the TDM method for very sharp edges. Most industrial work gloves need EN 388 testing. The results are expressed as a four or six-digit code where each digit represents the performance level achieved for each hazard.
EN 374 is the chemical resistance standard series. EN 374-1 covers terminology and classification, EN 374-2 covers penetration resistance, EN 374-3 covers permeation of chemicals. Chemical gloves for laboratory or industrial chemical handling need the full EN 374 series.
EN 511 covers cold protection. EN 407 covers thermal risks including contact heat, radiant heat, and flammability.
For safety footwear:
EN ISO 20345 covers safety footwear with protective toecap (200J impact and 15kN compression resistance as minimum). The specific performance class (S1, S2, S3, S4, S5) determines additional requirements beyond the toecap: S1 adds heel energy absorption and oil resistance. S2 adds water penetration resistance. S3 adds penetration resistance in the sole. S4 is for safety wellington boots. S5 adds penetration resistance to S4.
For high-visibility clothing:
EN ISO 20471 specifies visible color (fluorescent background material), retroreflective material type, and the minimum areas of each for three performance classes. Class 3 is the highest visibility level, required for road workers in direct exposure to traffic.
Where Pakistani manufacturers currently succeed and where gaps are common
Sialkot's strongest CE marking position is in industrial work gloves for Category II applications under EN 388. The combination of skilled craftsmanship, competitive pricing, and long-standing EU buyer relationships has driven investment in EN 388 testing and Notified Body engagement for this specific category.
Several Sialkot manufacturers have established ongoing relationships with EU Notified Bodies for Category II glove EU-type examinations. When a new glove design is developed, it goes through the Notified Body assessment process and receives an EU-type examination certificate. That certificate is the legal basis for the CE mark on that specific glove model. The gaps tend to be in certificate maintenance and documentation currency. EU-type examination certificates have validity periods and must be renewed if the product design changes materially or when the assessment period expires. Manufacturers who have let certificates lapse, or whose production has diverged from the certified design without notifying the Notified Body, are producing CE-marked products without valid certification. This is a compliance failure that EU market surveillance authorities occasionally identify.
The second common gap is technical documentation completeness. EU Regulation 2016/425 requires manufacturers to maintain a technical file for each PPE model, including: the design drawings, the EN standard test reports, the harmonised standard applied, the EU-type examination certificate, the EU Declaration of Conformity, and quality control procedures for production consistency. When EU customs or market surveillance authorities request technical documentation for spot checks, incomplete files create compliance problems even for products that have genuine Notified Body certificates.
Verifying CE marking for international buyers
NANDO (New Approach Notified and Designated Organisations) is the European Commission's database of Notified Bodies. A Notified Body certificate number on a PPE product or its documentation can be traced to the specific Notified Body in the NANDO database, confirming the body is legitimately designated for that product category.
Buyers sourcing PPE from Pakistani manufacturers should: verify the Notified Body certificate number in NANDO, confirm the certificate covers the specific PPE type and risk category, confirm the certificate is currently valid, and review a sample of the EU Declaration of Conformity to confirm it references the correct EN standards and the correct Notified Body certificate.
