Social Audit Reality in Pakistan: What a DOL Listing Actually Means
A passed social audit and a US DOL listing for Pakistan are not in conflict. Here is what each document evidences, and the gaps a facility audit cannot close.

The US list names goods, not factories. The Department of Labor records child labour in Pakistan's garments, textiles, leather and surgical instruments, and forced labour in its cotton, but it identifies no company and clears none. A passed social audit records conditions at one named facility on one date. The two can sit in the same buyer file without contradicting each other.
The audit has limits of its own. It doesn't reach sub-contractor tiers, chemical inputs, effluent or recruitment fees, so a buyer needs separate checks for those.
The DOL list records risk by good and country, and names no company
The Bureau of International Labor Affairs at the US Department of Labor keeps the List of Goods Produced by Child Labor or Forced Labor. Congress requires it under the Trafficking Victims Protection Reauthorization Act. The list names goods, and the countries where the department has reason to believe they are produced with child labour or forced labour. Its unit is a country and a good.
Each good's marker comes from two DOL products, and they are not interchangeable. The List of Goods is the register and the source for the forced-labour and forced-child-labour findings. The Pakistan country report sets out the child-labour findings for Pakistan in full.
Good listed for Pakistan | Exploitation type recorded |
|---|---|
Baked goods, bovines, dairy products, electronics, furniture, garments, glass bangles, leather, rice, surgical instruments, textiles | Child labour |
Bricks, carpets, coal | Child labour, forced child labour and forced labour |
Cotton, sugarcane, wheat | Forced labour |
That is a map of documented risk by sector. The DOL Pakistan page also records the enforcement picture behind the assessment. The 2024 review found moderate advancement and cited 82,000 child labour inspections in Punjab, alongside 128 inspectors and 50,000 inspections in Sindh. Those figures describe state enforcement capacity. They say nothing about the record of any single exporter.
The listing tells a buyer where to look, and says nothing about a named factory
The page does not say that every Pakistani factory in a listed sector uses forced labour. It names no facility, brand or supplier, describes no specific order or production line, and makes no finding against any company a buyer might place work with.
It is a risk signal at country and sector level, built for due diligence. Buyers misread it in both directions: as a factory blacklist, or as irrelevant.
A country listing and a site audit measure different units, so they cannot conflict
A country listing draws on published research, government data and reporting about a sector. A facility audit samples records, walks the floor and interviews workers at one named site. No amount of either method produces the other's conclusion. That is a design limit in both instruments, not a failure in either.
Document | What it evidences | Unit of analysis | What it cannot evidence |
|---|---|---|---|
US DOL List of Goods and country report | A country and good where child labour or forced labour has been documented | Country and sector | The performance of any named facility |
Social audit report | Conditions at one site against a standard, on a date | The named facility visited | Tiers the audit did not visit |
Two EU deadlines on the buyer side make the pairing necessary. The EU Forced Labour Regulation applies from 14 Dec 2027. The Corporate Sustainability Due Diligence Directive reaches the largest EU companies from 26 Jul 2029. Both run to evidence and results, not to documents on file.
A SMETA or BSCI audit checks one site against a standard and ends in a corrective action plan
A SMETA audit is the most widely used social audit. Its four pillars are labour standards, health and safety, environment and business ethics, and most buyers now take the full four-pillar version. The auditor measures the site against the ETI Base Code, ILO conventions and local law.
An amfori BSCI audit follows the same principle and is aligned with OECD guidelines, the UN guiding principles on business and human rights and ILO conventions. The scheme reports more than 40,000 social audits performed in 2024.
A standard audit covers wages, hours, contracts, child labour, forced labour, discrimination, freedom of association, health, safety and site environmental records. It produces a report and a corrective action plan. SMETA is not a certification; the scheme describes itself as continuous improvement.
Four gaps are structural, and more auditor effort will not close them
Area | What a facility audit reaches | What the gap needs |
|---|---|---|
Sub-contractor tiers | The site on the audit day | A declared unit list and tier mapping, then extension audits |
Chemical inputs | Storage, handling and safety data | MRSL screening of formulations and analytical testing |
Effluent | Permits and environmental records | Sampling and laboratory analysis against a guideline |
Recruitment fees | Workers present on site | Intermediary-level screening and recruitment cost data |
An audit covers the site it visits, so work routed to a second unit in peak season sits outside that visit. amfori maps supply chains beyond tier one on its platform, but that mapping is a separate exercise from a site audit.
On chemicals, an auditor checks storage, labelling and safety data at the site. Verifying the formulations used in production against an input standard is different work. The ZDHC MRSL sets limits on chemical inputs during manufacturing, at the formulation level.
For effluent, an auditor reviews permits and environmental records. Confirming that discharge meets a guideline needs sampling and laboratory analysis.
Interviews on site reach the workers present. Fees paid to a labour intermediary before those workers arrived sit upstream of the factory gate, and the ILO tracks worker-borne recruitment costs as a share of monthly income under SDG indicator 10.7.1.
Research findings in listed sectors and a passed audit can both be true
Pakistan's listed sectors carry documented findings, which is why the list exists. The Ethical Trading Initiative has documented severe labour exploitation in the Sialkot surgical instruments cluster, a sector the department lists. Ecotextile News reported research across 255 workers in eight export factories that found wage violations, with audits criticised for excluding worker testimony. The Arisa research recorded wage theft and excessive hours in the garment sector.
None of that contradicts a passed audit at a named facility. The listing describes sector risk, the audit one site, and the research a sample of workers.
Give each document its own job in the buyer file
Keep both on file with their dates, and record the platform reference for the audit.
Use the listing to set audit scope. A listed sector justifies a named scheme and a declared production unit.
Require a written unit list covering sub-contractors and wet processing, updated when it changes.
Add chemical input and effluent assessment where the buyer runs a chemical programme.
Screen recruitment channels as well as the workers already on site.
Refresh both on a cycle. A stale audit and a stale listing carry the same problem.
What Tti Labs offers buyer audit programmes
Factory and supplier audits through Tti Inspections Pvt Ltd, accredited to ISO/IEC 17020 under PNAC certificate IB-006 and listed on the PNAC register.
A compliance portfolio spanning SA8000, SMETA, GOTS, OEKO-TEX, ISO 14064 and Higg FEM support, so a programme can follow the scheme a buyer already uses.
ZDHC MRSL v3.1 approved certifier status at Level 1 and Level 2, delivered through certification support.
Environmental and effluent work through the Sustainability Center, including multi-tier supplier mapping and supply chain due diligence.
Laboratory analysis at Tti Labs under ISO/IEC 17025 accreditation, PNAC LAB-022, including wastewater and effluent testing.
Coverage from Lahore headquarters, with offices in Karachi, Faisalabad and Sialkot and liaison points in Multan and Kasur.
Findings documented with dated evidence and followed to closure, so a corrective action plan has a record behind it.
Tti Labs does not certify social compliance on a supplier's behalf. Audit schemes issue their own conclusions, and Tti Labs reports what an audit found.
Commission a supplier audit with Tti Inspections Pvt Ltd. UAN 111 786 001. Findings documented with dated evidence and followed to closure.
FAQ
Does a US DOL listing name factories in Pakistan?
No. The list is built at country and good level and names no facility, brand or supplier, so it can't be read as a verdict on a specific factory a buyer might use.
Does a passed SMETA or BSCI audit mean a factory is fully compliant?
No. A passed audit records conditions at one named site during a defined visit. Both schemes are continuous improvement frameworks and neither is a certification, so the report is a dated snapshot. It gives the factory no permanent status.
Should a buyer stop sourcing from a listed sector in Pakistan?
Not by default. A listing is a risk signal for due diligence, not a prohibition. It justifies a named audit scheme, a declared production unit list and closer assessment of the four gaps above.
