Pakistani Cotton's Environmental Profile: Carbon Footprint, Water Use, and What International Buyers Should Actually Ask About It
Pakistani cotton has a marketing problem: the story that gets told is usually incomplete. Here is the accurate version.

Pakistani cotton has a marketing problem. Not because the fiber quality is poor. Because nobody tells its story properly, and the story that does get told is usually incomplete, occasionally misleading, and rarely what international buyers actually need to make informed sourcing decisions in an environment of DPP requirements, CSRD Scope 3 measurement obligations, and growing consumer scrutiny of fiber origin claims.
Let's tell the story accurately.
The baseline facts about Pakistani cotton production
Pakistan is typically the world's fourth or fifth largest cotton producer by volume, alternating in rank depending on the year's harvest conditions. The Bt cotton varieties predominantly grown in Punjab and Sindh produce a short-to-medium staple fiber that's well-suited to yarn spinning for commodity textile applications: towels, sheeting, basic knit fabric, and workwear.
The Punjab region, where the majority of Pakistani cotton is grown, has a long agricultural history with a highly developed irrigation system, the Indus basin canal network, that is one of the largest irrigation infrastructure systems in the world. This irrigation system enables cotton cultivation in a semi-arid region but at a significant water resource cost.
The Sindh province, particularly its northern agricultural belt, produces another substantial share of Pakistan's cotton. Sindh cotton cultivation patterns are somewhat different, with higher dependence on surface irrigation from the Indus River system.
The quality position of Pakistani cotton is medium staple, which means it's well-positioned for spinning counts of Ne 20 to Ne 40, roughly speaking, the range that serves commodity apparel, home textiles, and industrial fabric applications. Pakistan does not produce significant volumes of fine-count long-staple cotton (ELS cotton) of the type grown in Egypt or the US Pima-growing regions. For buyers needing fine-count luxury cotton products, Pakistan is not the primary origin. For buyers needing high-quality commodity cotton products at competitive prices, Pakistan's position is genuine.
The water footprint: honest numbers with context
The water consumption to grow one kilogram of cotton lint varies widely by geography, cultivation method, and the specific way you measure it. Published estimates from the Water Footprint Network and various lifecycle assessment databases show global average cotton water footprint in the range of 6,000 to 11,000 liters per kilogram of lint, with the range reflecting different cultivation methods and regional conditions.
Pakistan's conventional irrigated cotton sits at the higher end of this range. Published estimates, including research by the Institute of Water and Environmental Engineering in Leuven and by various Pakistani agricultural research institutes, put Pakistan's irrigated cotton water footprint at around 8,000 to 12,000 liters per kilogram depending on the region, the crop year, and the specific accounting methodology.
This is higher than the global average, and it's appropriate to acknowledge that. The reason is irrigation method. Pakistan's cotton is grown predominantly under surface and flood irrigation rather than drip or sprinkler systems. Surface irrigation is less water-efficient, with higher evaporation and seepage losses. The efficiency gap between surface and drip irrigation for cotton is documented across agricultural research literature at 30-50% water reduction with equivalent yield in favorable conditions.
Context matters, though. Pakistan's irrigation water comes primarily from the Indus River system, which is glacier-fed and largely not competing with drinking water in the same immediate basin. The resource depletion concern is different in character from, say, cotton grown on groundwater extraction in drought-stressed US Western states. This doesn't make Pakistan's water footprint smaller. It changes the nature of the environmental risk.
The carbon footprint: where the significant emissions sit
Cotton production's GHG footprint is dominated by two sources: synthetic nitrogen fertilizer application, which generates nitrous oxide (N2O) as a byproduct of soil microbial processes, and energy for irrigation pumping.
Nitrous oxide has a global warming potential approximately 265 times that of CO2 over a 100- year timeframe. Nitrogen fertilizer applied to soil generates N2O even when applied correctly, with higher generation rates under wetter soil conditions. Pakistan's high-irrigation cultivation environment, combined with the fertilizer use rates typical of Pakistani cotton, means N2O is a significant component of the cotton fiber carbon footprint.
Irrigation energy in Pakistan is primarily diesel pump-driven in areas where grid electricity is unavailable or unreliable. Diesel pumping adds direct combustion emissions to the agricultural carbon footprint. Where grid electricity is used, the Pakistan grid's emission factor, which includes significant fossil fuel thermal generation, adds indirect emissions.
Published lifecycle assessment estimates for Pakistani conventional cotton fiber carbon footprint range from approximately 4 to 7 kg CO2-equivalent per kg of fiber, with significant uncertainty reflecting the variability in cultivation practices, fertilizer rates, and energy sources across different growing regions and farm sizes.
What Better Cotton changes in the picture
The Better Cotton Initiative operates in Pakistan and has a meaningful footprint in the country's cotton sector. Better Cotton is a sustainability programme for conventional cotton that trains farmers in reduced pesticide use, more efficient irrigation, reduced fertilizer application, and soil health practices. It is not organic cotton. Synthetic inputs are still permitted under Better Cotton. But the programme drives measurable improvements toward conventional cotton's environmental footprint.
Better Cotton independently verifies that member farmers are implementing the programme's principles. Volume tracking is done through mass balance rather than physical segregation: a brand purchasing "Better Cotton" volume credits is financially supporting the Better Cotton programme and claiming a share of Better Cotton production equivalent to their purchase volume. The specific fiber in their garments may not be traceable to a specific Better Cotton farm, but the financial contribution supports the programme's impact.
For buyers who can't source at the volume and price point that organic cotton requires, Better Cotton provides a credible, independently verified sustainability step up from conventional cotton that is commercially practical at scale.
For DPP and CSRD purposes: Better Cotton membership and volume credit purchase can be described accurately in supply chain transparency disclosures, with the important caveat that it's a mass balance system rather than physical product traceability. The DPP's expected fiber composition requirement will need to specify the actual fiber content (cotton), and any Better Cotton claim would appear as additional context rather than as a different fiber category.
What buyers should actually ask: the five questions that matter
Most buyers receive a declaration that fabric or garments are "100% cotton" and file it as sufficient fiber documentation. For DPP readiness, CSRD Scope 3 accuracy, and credible sustainability communications, that's not enough. Here are the five questions that generate actually useful information.
First: Can you identify the spinning mill that produced the yarn in these goods? This is the Tier 2 question. The spinning mill is where raw cotton is converted to yarn, and it's the supply chain participant who can most credibly describe the cotton origin. A supplier who can name their spinner and connect you to that spinner's sustainability data has meaningful supply chain transparency. One who cannot has cotton of unknown provenance.
Second: Is the cotton sourced under a recognised certification scheme, and which one? Better Cotton, GOTS, OCS, or Fairtrade Cotton each means something different. "We use sustainable cotton" without specifying the programme means nothing verifiable.
Third: What is the country and province of origin for the cotton in these goods? Sindh conventional cotton and Punjab conventional cotton have somewhat different water stress profiles and agricultural practice patterns. Knowing the growing region is the starting point for any geographic risk assessment.
Fourth: Is there a fiber Transaction Certificate available? For any organic or recycled content claim, a TC from an OCS or GOTS certification body is the document that substantiates it. Without a TC, the claim is a declaration.
Fifth: What GHG data does your spinning mill have for its operations? This is the Scope 3 Category 1 question: the embedded emissions in the fiber you're purchasing. A spinner with a verified GHG inventory can provide actual emission factors. One without it requires a proxy estimate, which EU buyers' CSRD auditors will note as lower-quality data.
The organic cotton dimension: what exists in Pakistan
Pakistan does produce certified organic cotton, primarily in certain areas of Sindh under GOTS, OCS, or NOP certification. The volume is small relative to conventional cotton production, but it is real, independently certified, and traceable. Pakistani organic cotton has been used in finished goods for EU and US brands making organic claims with documented GOTS certification chains.
For buyers specifically requiring organic cotton at scale from Pakistan: the honest answer is that domestic certified organic cotton supply has limitations. High-volume organic cotton requirements for Pakistani-manufactured products typically involve organic cotton imported from India or West Africa. This creates a more complex chain-of-custody story but is commercially standard practice.
